description Program descriptionThere are four area agencies on aging in the metro Kansas City region: Johnson County Area Agency on Aging, Miami County (East Central Kansas Area Agency on Aging), Wyandotte/Leavenworth County Area Agency on Aging, and MARC's Department of Aging Services — which serves Cass, Clay, Jackson, Platte and Ray counties in Missouri. The Missouri side of the metro area is divided into 16 geographical areas designated A through N. MARC provides transportation services to eligible individuals by soliciting and contracting with transportation providers in each geographical area. Policies and Procedures Manual Appendix 5: Aging Service Areas and Maps (1.2MB, pdf) Federal funding for MARC's Aging Transportation Program is provided by Title III of the Older Americans Act, Missouri Elderly and Handicapped Transportation Assistance Program (MEHTAP), Missouri general revenue funds and the Social Services Block Grant. To receive federal funds, all Missouri area agencies on aging must develop and submit an area plan, which is mandated by the Older Americans Act and is approved by the Missouri Division of Senior Services. MARC's transportation program contracts each fiscal year with providers that offer transportation services for the aging and persons with disabilities over age 18 in the following categories:

Solicitation processMARC is conducting a funding round for aging transportation services in the Missouri counties of Cass, Clay, Jackson, Platte and Ray for SFY 2011 (July 1, 2010, through June 30, 2011). The deadline to submit sealed proposals is 12 noon on March 1, 2010. SFY 2011 Aging Transportation Services RFP (pdf) Representatives of each agency submitting an accepted proposal will be invited to a public meeting on March 10 at 9 a.m. at the MARC offices to make an oral presentation on its proposal and respond to questions and comments. Members of the Special Transportation-Job Access Partnership (ST-JAP), the MARC Commission on Aging (COA), representatives of service recipients and members of the general public may attend. A specially appointed committee made up of COA and STAC members will review the presentations and may award points or make other recommendations. The scores will be summed and submitted to the Commission on Aging. The Commission on Aging will review the information and committee recommendations, and forward its recommendations to the MARC Board of Directors on April 27, 2010.
Proposal evaluation and selectionA committee made up of Special Transportation–Job Access Partnership and Community Services Policy Committee members will review and rank submitted proposals. The scores, which represent one piece of information in the evaluation process, will be submitted to the Commission on Aging. The Commission on Aging will review this information and forward final recommendations to the MARC Board of Directors.
